U.S. sanctions aim to change Russian policies, not government - Embassy

MOSCOW. Dec 8 (Interfax) - Washington is not seeking a change in Russian government but by introducing sanctions it is hoping for change in Russia's policies.

"The United States, the European Union, and other nations imposed sanctions on Russia as a direct result of the Kremlin's aggressive actions in violating international law and the sovereignty of Ukraine. The United States is not seeking to force a change in the Russian government, but rather to press for a change in its policies," the U.S. Embassy spokesman William Stephens told Interfax, commenting on claims by Russian officials that U.S. sanctions are aimed at change of government in Russia.
