Total swaps of captives senseless before Ukraine adopts amnesty law - self-proclaimed Donetsk republic speaker

MOSCOW. Jan 21 (Interfax) - Any more exchanges of captives between the Ukrainian government forces and the militia are senseless before Ukraine adopts legislation on amnesty, says Andriy Purhin, the speaker of the people's council of the self-proclaimed Donetsk people's republic (DPR).

"The situation is complicated. During the last swap, only 32 out of some 270 people were militiamen, and the rest were various kinds of political prisoners. Kyiv doesn't turn over those whom we ask for, and it categorically refuses to turn over the militiamen who have already been convicted and sent to penitentiaries. Not to mention the more than 3 million people who came to the referendum - it turns out any of them may be brought to a court by Ukraine. All-for-all exchanges without amnesty law make no sense," Purhin told Interfax.
