Kyiv defines borders of self-governing Donbass area

KYIV. March 12 (Interfax) - Ukraine's National Security and Defense Council (SNBO) has supported a decision to recognize the borders of certain districts of the Donetsk and Luhansk regions, where a special self-governance regime will be introduced in accordance with the Minsk agreements, SNBO First Deputy Secretary Mykhailo Koval has said.

"SNBO has backed the decision determining the borders of certain districts, where a special self-governance regime is being introduced in accordance with the Ukrainian law concerning a special self-governance regime in certain districts of the Donetsk and Luhansk regions along the dividing line determined by the Minsk agreements of September 19, 2014," Koval said after an SNBO meeting on Thursday.

To implement this decision, the parliament will pass a resolution and change the earlier version of the law on self-governance in certain parts of Donbas, he said.

"The special self-governance regime will not be introduced in the areas that were seized by militants already after the September 19, 2014 Minsk agreements were signed, and in all Ukrainian-controlled populated areas along the dividing line," Koval said.

The Trilateral Contact Group on Ukraine signed "A set of measures to implement the Minsk agreements" in Minsk on February 12, 2015.
