Energy Ministry expects to finalize choice of heat supply model in fall - Novak

GORKI. March 18 (Interfax) - The model for the heat supply market will be addressed in Russia's Energy Strategy to 2035, Energy Minister Alexander Novak told journalists following a working meeting on the draft strategy.

The strategy must provide answers to a host of issues that remain unresolved and that require additional work. This concerns electricity issues in particular.

"In electricity, this is eliminating cross-subsidies or maintenance of the current status, introducing a new model for heat supplies or keeping the existing model. These specific issues will only be fully worked out in the fall," he said, which is when the overall draft strategy will be examined at a government meeting.

The new heat supply model provides for shifting to tariffs based on the cost of so-called alternative boiler heat, which might result in higher charges for heat energy, he said.
