Ukraine evading fulfillment of Minsk commitments - Russian envoy to UN

MOSCOW. March 19 (Interfax) - The latest decisions of the Verkhovna Rada prove that Kyiv is trying to avoid the fulfillment of the February 12 agreements, Russian Permanent Representative to the United Nations Vitaly Churkin said.

"The implementation of political measures stipulated by the Minsk agreements is a top priority. Yet we have been witnessing an actual evasion of these measures by the Kyiv authorities," he told the television channel LifeNews.

"The latest example is the law on a special status of some territories in the Donetsk and Luhansk regions which sets additional conditions and is not coordinated with Donetsk and Luhansk, which means that it is definitely at variance with the Minsk agreements," the Russian diplomat said.

Ukrainian President Petro Poroshenko signed a bill amending article 10 of the Ukrainian law on a special self-government regime for some districts of the Donetsk and Luhansk regions on Wednesday. The bill was approved by the Ukrainian parliament earlier.
