Duma speaker sees Rada bills on local self-government as provoking use of force

MOSCOW. March 26 (Interfax) - The latest bills passed by the Verkhovna Rada concerning local self-government bodies provoke the use of force against southeastern Ukraine, says Russian State Duma Chairman Sergei Naryshkin.

"In fact, this directly provokes the use of force to resolve the Ukraine issue," Naryshkin said at a meeting of a working group on legal analysis of legislative procedures and legal acts adopted in Ukraine on Thursday.

The Verkhovna Rada's latest decisions signal a course toward disrupting the Minsk agreements, which have been supported by a number of European institutions, and the UN Security Council also unanimously passed a resolution in their support, he said.

"It would seem that the vector of resolving the crisis has been determined, but the Kyiv authorities are trying to turn this vector to a different side," he said.
