MOSCOW. April 22 (Interfax) - The Russian Natural Resources Ministry lobbies on behalf of all Russian companies when documents to liberalize access to the shelf are being drafted, Sergei Donskoi, the natural resources minister, told reporters.

He said materials that have been drafted and submitted to the government on this issue are the consolidated position of all agencies, but not the final one, and the government will be discussing this further.
"[The government bodies] are seeking the method. This is not a final decision. These are our proposals to the government, where they will be examined further," Donskoi said.
