DPR, LPR condition elections on related Ukrainian laws - Deinego
LUHANSK. May 27 (Interfax) - Self-proclaimed Luhansk People's Republic (LPR) negotiator in Minsk Vladislav Deinego believes that the unrecognized republics can hold the elections exclusively in an appropriate legislative field.
"For starters, Ukraine needs to create a legislative field coordinated with representatives of Luhansk and Donetsk to make these elections possible," the Luhansk information center has quoted Deinego as saying.
Ukrainian laws do not spell out terms of elections in individual regions, the negotiator said. "This is the reason why we are drafting the law on elections and amendments to the Ukrainian constitution which should be passed on coordination with the LPR and DPR representatives," he underlined.
The Law on the Special Status of Donbas which, in the words of Deinego, "has been practically paralyzed by the amendments made by the Kyiv authorities" must be fulfilled before the ballot, he said.
"The scenario in which we will hold the elections first and acquire 'a special status' later as desired by [Ukrainian Prime Minister Arseniy] Yatsenyuk is at variance with a number of provisions of the previous agreements," the LPR negotiator said.
