DPR, LPR propose individual legal regulation in special-status districts
MOSCOW. June 9 (Interfax) - The self-proclaimed Donetsk and Luhansk people's republics have proposed a special status of Donbas districts in their amendments to the Ukrainian constitution presented to the Trilateral Contact Group.
"Individual special-status districts shall have a special procedure and a special status of local self-government envisaging individual legal regulation," says the document posted on the website of the Luhansk information center on Monday.
The republics suggested that local self-government bodies enjoy a special status and create bodies to maintain the public peace.
"Self-government bodies in individual special-status districts and executive bodies of their associations shall have the right to create with the purpose of the provision of public security the bodies tasked to maintain the public peace: the people's militia," says the document.
It is proposed that the heads of such institutions be appointed and dismissed by local self-government bodies.
