Council of Europe says it has not received plan of action from Russia on paying ECHR award to ex-Yukos shareholders
MOSCOW. June 11 (Interfax) - The Committee of Ministers of the Council of Europe has stated that Russia has not indicated its willingness to comply with a European Court of Human Rights (ECHR) judgment obliging it to draw up a comprehensive action plan, including a binding time frame, for the distribution of the award of just satisfaction to former Yukos shareholders.
Holding a meeting on Thursday at the level of deputy foreign ministers, the Council of Europe Committee of Ministers "recalled the obligation of the Russian authorities to produce by 15 June 2015, in co-operation with the Committee of Ministers, a comprehensive action plan, including a binding time frame, for the distribution of the just satisfaction awarded in respect of pecuniary damage in the OAO Neftyanaya Kompaniya YUKOS case," the Council of Europe press service said in a statement quoting a resolution adopted at the Committee of Ministers meeting.
"Considering that this deadline will expire in the next few days and that the Committee has had no indication from the Russian authorities as to the drawing-up of said action plan, [the Committee of Ministers] urged them to deploy all their efforts in close co-operation with the Secretariat to respect the relevant operative part of the European Court's judgment," the Committee said in a resolution.
Deputy foreign ministers from the Council of Europe member-states decided to address the issue again in September 2015.
It was reported earlier that the ECHR ruled on July 31, 2014 to oblige Russia to pay 1.86 billion euros as just satisfaction to former Yukos shareholders. The court also ordered that Russia pay them 300,000 euros in compensation for judiciary expenses.
The ECHR reported later that it had dismissed Russia's request on referring the case to the Grand Chamber and reconsidering the judgments made in July.
