Fluor doing pre-FEED for Amur gas chemical complex - Sibur

BLAGOVESCHENSK. Aug 3 (Interfax) - Fluor B.V., the Dutch division of U.S. company Fluor, is preparing the pre-FEED for the Amur gas chemical complex for Sibur, the Russian petrochemical group's executive director for administrative support and government relations, Alexei Kozlov told reporters.

The project is now at the pre-FEED (front-end engineering design) stage, which makes it possible to clarify the cost of the complex, he said. The amount of required investment will be clarified depending on the selected configuration and as the project is elaborated, Kozlov said.

"The project team has been formed, and by our vigorous actions you can understand what trajectory we have selected. We hope that in 2017 we will have 100% certainty and we will complete a number of important actions for the project's implementation," Kozlov said.

Russian gas giant Gazprom plans to build the Amur gas processing plant to extract ethane, propane, butane, helium and other fractions from gas that will be supplied to China via the Power of Siberia pipeline. Sibur is holding negotiations to buy ethane from the Amur plant for the planned Amur gas chemical complex, a final investment decision on which has not been made yet. Sibur CEO Dmitry Konov said earlier that the accuracy of the budget for the Amur complex at this stage, when the design documentation is not yet ready, is "plus or minus 40%."
