State monopolies oppose financing infrastructure for Eastern Petrochemical Complex
MOSCOW. Sept 14 (Interfax) - The Russian Energy Ministry, Federal Grid Co , Russian Railways (RZD) , Transneft and Gazprom oppose including infrastructure for the Eastern Petrochemical Complex in their investment programs unless sources for financing that provide a return on investment and economically justified tariffs are taken into account.
That position was set out in the protocol of a consensus meeting held at the end of August, a source in one of the profile agencies told Interfax.
Rosneft opposes including that formulation in the road map for Eastern Petrochemical Complex given that it is not prepared to independently finance the measures for construction of the infrastructure.
Meanwhile, the Far East Development Ministry said the site where the Eastern Petrochemical Complex will be built is ineligible for priority development status because it will have only one resident.
In addition, the Energy Ministry and Gazprom have also called for analyzing proposals concerning the sources of natural gas for the first and second stages of the petrochemical complex. Gazprom has said permission on long-term access to the Sakhalin-Khabarovsk-Vladivostok must be formalized and that an agreement on gas transportation services to the complex in Q4 2016 must be concluded. Rosneft opposes that, citing the absence of permits concerning the source of gas for the project.
At the August meeting it was noted that realization of the financial model and the comprehensive infrastructure development plan for the first and second stages of Eastern Petrochemical Complex was expected in Q1 2017.
It was reported earlier that Rosneft has asked the government to build infrastructure for the complex using federal budget money and to supply gas for the project from Gazprom's Kirinskoye field on Sakhalin.
