Visa's non-guarantee of transaction processing won't affect cardholders - NPCS

MOSCOW. Sept 28 (Interfax) - Visa's inability to guarantee processing of internal-Russian transactions beginning on October 1 will not affect cardholders, a spokesman for the National Payment Card System (NPCS) told Interfax.

"All banks-direct participants send intra-Russian authorization queries and carry out exchange of clearing statements on Visa system payment cards through the NPCS combined processing-clearing center. Sometimes, due to errors in bank processing systems, there are isolated cases when the queries are sent to the Visa payment system," the spokesman said.

Due to the inability to process such misaddressed transactions, banks were sent "a notification on the need to additionally supervise and rectify such mistakes."

"At present, implementation of measures for the planned optimization of query routing on the issuing side of processing continues. This is an internal NPCS technological process that is being implemented in accordance with the approved road map and does not in any way affect acquiring operations," the spokesman said.

The business daily Kommersant reported on Monday that Visa notified banks it cannot guarantee processing of intra-Russian transactions, which are to be transferred to the NPCS by October 1.

The deadline for the switch was to have been made by April 1. However, Visa rescheduled the date, paying the Central Bank a security deposit that was later returned to the company.
