DPR rejects amnesty variant proposed by Kyiv

DONETSK. Nov 12 (Interfax) - The unrecognized Donetsk People's Republic is not planning to swap prisoners with the Ukrainian side in the near future. Instead, it is preparing a new draft on amnesty as a replacement for the Ukrainian law.

"In principle, exchanges are not planned for now. We still want to achieve the fulfillment of the fifth and sixth provisions of the Minsk agreements concerning 'all for all' exchange. The amnesty law offered to us by Ukraine does not suit us, as it does not include charges on which most people are convicted. Therefore, we will draft a new bill for ensuring everyone's security and safe return home," DPR human rights ombudsperson Darya Morozova told reporters.

Partial exchanges make no sense, because "thousands of political prisoners and DPR POWs" are being held in Ukrainian territory, Morozova said.
