Gorbachev proposes signing anti-terrorist pact to ban arms shipments to illegal armed groups
MOSCOW. Nov 25 (Interfax) - Mikhail Gorbachev, the last President of the Soviet Union, said it is necessary to prepare a global anti-terrorist convention.
"I propose to immediately start preparation of an anti-terrorist pact or convention. What must be included in it? First of all, a prohibition of shipment of arms to illegal armed groups, no matter where," Gorbachev said in an interview with Interfax on Wednesday.
"This is up to specialists but it's very important for this work to be done without delays. It will be necessary to adopt a UN Security Council resolution demanding that everyone join the anti-terrorist pact. Every nation must respond to the challenge of terrorism," Gorbachev said.
The anti-terrorist pact must set forth "renunciation of any support, not only material but also moral, in the form of propaganda, to any kind of forces or movements that declare armed struggle against any nation or government as their goal," Gorbachev said.
"Such a pact should contain some specific provisions on interaction in the fight against terrorism, some obligations in terms of information exchange, cooperation, preventive measures and so on and so forth," he said.
