Necessary to improve interaction between customers, contractors under State Defense Order, consolidate fiscal discipline - Putin
NABEREZHNYE CHELNY. Feb 12 (Interfax) - Russian President Vladimir Putin insists that it is necessary to achieve all targets in the area of national security, including by way of consolidating budgetary discipline.
"I'd like to say it again: all the targets set in order to maintain our defense capabilities and national security, mandatory for the government and the defense sector, are achievable and must be achieved, particularly by way of optimizing internal procedures. We must improve instruments of interaction between customers and contractors under the State Defense Order and consolidate fiscal discipline," Putin said at a meeting of the Military Industrial Commission.
He recalled that according to the new regulations effective from September 1 last year that govern the use of budgetary funds in implementation of the State Defense Order, all payments under defense contracts must be exercised through specially designated accounts opened at authorized banks.
"Such a procedure is to help improve the transparency of settlements and tighten controls in the area of the public spending," Putin said.
Therefore, he has asked the defense industry board and the Defense Ministry to maintain a special oversight regarding compliance with these requirements and thoroughly monitor the practice of application of the new legislation rules, suggesting amendments to the legal regulations if necessary, in order to keep the rhythm of implementation of the State Defense Order.
In addition, Putin said that it is necessary to work steadily, focusing on the issue of broken production chains encountered by some defense manufacturers.
"Many defense firms have suffered from the breakage of international production cooperation links and other problems over the past two years but as far as we can see here at Kamaz, these difficulties are temporary and surmountable if some focused efforts are applied to overcome them," Putin said.
