Former Dalspetsstroy directors to read case files while under house arrest - Moscow City Court ruling

MOSCOW. Feb 20 (Interfax) - The former head of Dalspetsstroy, Yury Khrizman, and the state enterprise's chief accountant Vladimir Ashikhmin, who are charged with unlawful spending of over five billion rubles during the construction of Vostochny Cosmodrome, have been released from custody and placed under house arrest, a spokesperson for the Moscow City Court told Interfax on Saturday.

"On Saturday the court replaced their detention with house arrest extended until April 30," the spokesperson said.

Late last October the Russian Investigative Committee announced the completion of the inquiry into Khrizman and Ashikhmin, who are now reading the case files.

According to the inquiry, in 2011-2013 the two men unlawfully spent 5.16 billion out of the 22.6 billion rubles paid in advance under 11 government contracts for the construction of Vostochny Cosmodrome. Investigators believe that this sum was used to repay Dalspetsstroy's loans, which led to significant violation of state interests protected by the law.

The actions of the accused led to significant delays in the construction of the Vostochny facilities in 2011-2013, the investigators said.
