World increasingly aware that unipolar model leads to impasse - Kosachyov

MOSCOW. March 18 (Interfax) - A conflict of interest between nations is unavoidable, and there is a need for reliable conflict settlement mechanisms which will prevent dominance of either side, Konstantin Kosachyov, Federation Council International Affairs Committee Chairman, has said.

"The awareness that the unipolar model of resolution of global and regional problems has led to an impasse has been growing," Kosachyov wrote in an article published by Rossiyskaya Gazeta on Friday.

Conflicts in various parts of the planet, around which relations between key centers of force and nations have been developing depending on the degree of their significance and severity, are the major 'pain points', he said.

"What is more, these conflicts may be domestic or interstate, frozen or active, but this does not matter because global and regional bets are placed on each side, 'friends' are supported either openly or secretly, 'foes' are demonized, and one's interpretations of the conflict (who is right and who is wrong) and ways of its resolution are energetically promoted," he said.

The undeniable appeal of this scheme for both any Maidan types and 'color revolutions', the separatists and the metropolises fighting for their territory, is that it really works, he said.

However, increasing evidence suggests that the one-sided 'settlement' model cannot provide a final solution to problems, Kosachyov said.

"True, the West achieves its direct ends: undesirable rulers are toppled, pro-Western forces are promoted to power, control over resources is gained, rivals are eliminated, etc. Yet, the causes of conflicts are not removed, and chaos keeps on growing," he said.

Article 2 of the UN Charter says that "The Organization is based on the principle of the sovereign equality of all its Members," he said.

"This is not a declaration; this is the only possible principle of the optimal world order. Yet, this principle needs to be implemented in concrete deeds and mechanisms, first of all, those of the fair and mutually advantageous resolution of conflicts based on compromise. Otherwise, their accumulation to a critical mass may lead to an 'everyone against everyone' conflict, in which people of the world engage 'like sleepwalkers', as was said about WWI," he said.

In his opinion, a conflict of interest is unavoidable as long as countries exist.

"This does not mean, however, that differences are irreconcilable and interests cannot be harmonized. There is a need for sustainable, reliable and authoritative settlement mechanisms, in which there will no domination of some countries over others due to the gap in the economy, military force, political institutes or technologies," Kosachyov said.
