Partial implementation of Package of Measures to settle situation in Donbas inadmissible - Russian plenipotentiary representative in contact group Gryzlov

MOSCOW. March 23 (Interfax) - Russian plenipotentiary representative in the contact group on Ukraine Boris Gryzlov said it is inadmissible to partially implement the Package of Measures to settle the situation in Donbas.

"It is principally important that the package of measures supported by the leaders of the 'Normandy Format' countries will be completely implemented, with due account of all points. It is inadmissible to pretend that some of them need to be completely implemented, but the others seem not to exist," Gryzlov told reporters on Wednesday.

"The Minsk agreements clearly hold that constitutional changes are needed that envisage decentralization as the key element; and permanent legislation on special status of several Donbas districts; and the amnesty through the endorsement of a law, which bans the participants of specific events from being prosecuted," the plenipotentiary representative said.

"According to the Minsk agreements, exactly on this basis it will be possible to fully settle other questions, which are envisaged under the package of measures," Gryzlov said.
