Central Bank may begin issue of own bonds in middle of 2016-start of 2017 - Nabiullina
MOSCOW. April 19 (Interfax) - The Central Bank of Russia may begin the issue of its own bonds in the middle of this year or start of next year, Central Bank Governor Elvira Nabiullina said.
"We are looking at what is happening with budget spending, this [the issue of Central Bank bonds] may happen in the middle of this year, but it may happen at the start of next year," she said during an interview with Rossiya-24 TV channel.
Nabiullina said that the issue of Central Bank bonds may begin during the transition from a structural deficit to a profit. "That is, we will begin to engage with banks, we will start raising their funds in deposits and, if needed, then we will be able to issue our own securities," she said.
The Central Bank stopped issuing its own bonds in 2011 due to the lack of demand for the instrument amid the deficit of liquidity, which was attributable to the fact that the regulator stopped regularly buying forex for the replenishment of the Reserve Fund.
