Five working groups to tackle tasks of forming Rosgvardiya
MOSCOW. April 28 (Interfax) - Five working groups have been established and put in charge of forming Russia's National Guard, director of the Federal National Guard Forces Service (Rosgvardiya) Gen. Viktor Zolotov has said.
"We will have to conduct large-scale work to transform the Internal Troops and a number of structural divisions of the police service into the Federal National Guard Forces Service within the shortest time possible," Zolotov said.
Five working groups have been set up to tackle these major tasks as part of forming the Federal National Guard Forces Service, he said.
In particular, Lt. Gen. Vladimir Podrezov has been appointed to head the working group entitled 'Protection of public order, public security maintenance, construction and development, forces application planning'. Lt. Gen. Yevgeny Fuzhenko was put in charge of the 'Organizational measures and human resources' working group. Maj. Gen. Sergei Babaitsev heads the 'Regulatory and legal coverage' group. Lt. Gen. Sergei Yerygin heads the 'Resources provision' group, and Lt. Gen. Sergei Varchuk heads the 'Financial provision' group.
"Police Lt. Gen. Sergei Lebedev, chief of the Main Extra-Departmental Security Directorate, has been put in charge of coordinating the work of Russian Interior Ministry agencies that have joined the Federal National Guard Forces Service along with the Internal Troops in compliance with the Russian president's decree," the National Guard's provisional press center told Interfax on Thursday.
According to Zolotov, the 'Regulatory and legal coverage' working group has already prepared a number of draft regulatory acts, while a bill on the Russian National Guard's forces has already been submitted to the State Duma.
"Zolotov has demanded that combat readiness remain at the same high level, and combat and specialized training measures be taken in full during the transformation period," the press center said.
The work of the main command as a component of the operational and strategic unit for coordinating directly reporting regional commands, divisions and military units, should proceed as usual, and should comply with earlier confirmed plans, simultaneously being accompanied by measures to form Rosgvardiya's troops, Zolotov said.
Zolotov said earlier in April, that Russia's National Guard would be formed in three stages. The entire Internal Troops joined the new agency at the first stage. The Russian Interior Ministry's agencies and divisions joining the National Guard will be included in the new structure as well.
The next two stages will include formulating the forces' organizational structure, and completing all organizational measures, as part of forming the Federal National Guard Forces Service, Zolotov said.
On April 5, a decision was announced to create a Russian National Guard around the Interior Ministry's Internal Troops. Also, the Federal Drug Control Service (FSKN) and the Federal Migration Service were made accountable to the Interior Ministry.
According to open source data, the Internal Troops include 170,000 people.
