Matviyenko calls human factor, outrageous negligence key factor in Karelia tragedy
MOSCOW. June 20 (Interfax) - The human factor is the main cause of the tragedy in Karelia, Russian Federation Council Chairperson Valentina Matviyenko said.
"It is now clear that the main factor in this tragedy is the infamous human factor. Its main cause is outrageous negligence, unprofessionalism, lack of action by those in charge of the organization of children's vacations. Including their safety," the Federation Council press service quoted Matviyenko as saying.
Children are often hurt by adults' irresponsibility, indifference and sometimes neglect of their duties, Matviyenko said.
Children's security in the country is not protected reliably, Matviyenko said. "It's an acute problem, whose solution requires systemic measures, including legal, organizational, administrative, and educational. The state, society have a duty to implement them," she said.
The Federation Council and the presidential coordination committee on the implementation of the national strategy in children's interests will prepare relevant proposals, she said.
Matviyenko extended her condolences to the victims' families and said the work to determine those responsible for the tragedy is ongoing. "The work is ongoing. The final decision will be made by a court. There is no doubt that those guilty will be punished in accordance with the full strictness of the law," Matviyenko said.
