Economic reform should be graded, without "shock therapy" - Putin
MOSCOW. Sept 19 (Interfax) - Russian authorities should pursue smooth reforms in economy and social sphere, without shifting the entire burden on public in the course of their implementation, Russian President Vladimir Putin said.
"When it comes to economy, as well as social policy, one should carry out graded, considered reforms that are aimed to increase efficiency, restructure the economy and raise the payoffs from the support of those people who are actually in need in support on the part of the state," Putin said when meeting with government members.
"However, one should absolutely avoid shifting the entire burden of implementing these reforms onto the shoulders of people and that one should rule out even a hint at any kind of shock therapy," Putin added.
"What should be taken into account are not the average-statistical but real situation of Russian families and the level of their incomes," he said.
