Constitutional referendum to be held in Kyrgyzstan on Dec 11

BISHKEK. Oct 19 (Interfax) - The Kyrgyz parliament has moved a referendum to introduce amendments into the republic's Constitution from December 4 to 11.

Ninety out of 120 MPs voted for the second reading of a bill on holding a referendum to make changes to the Kyrgyz Constitution at a parliament meeting on Wednesday, an Interfax correspondent reported.

According to the regulations, tangible changes into the bills can be made in the second reading. It was earlier planned to hold a referendum to amend the Constitution on December 4, but several changes were introduced into the bill last week and it was invited to set the voting on the amendments to the Constitution as December 11.

The elections of local councils will be held in Kyrgyzstan on the same day.

The opposition stands against holding the referendum to introduce amendments to the Constitution, believing that, in offering them, the leaders of five parliamentary factions breach a moratorium on altering the Fundamental Law until September 1, 2020.

Besides, the initiators of the amendments said that the current restrictions on making amendments to the Constitution are in effect only regarding the parliament, but do not involve change to the country's Fundamental Law via a referendum.
