Tajik president's son, head of anti-corruption agency, reports to father

DUSHANBE. Oct 28 (Interfax) - The director of the agency for state financial monitoring and combating corruption, Rustam Emomali, reported to his father, Tajik President Emomali Rahmon, on a comprehensive sociological survey that assessed the corruption situation in the country.

The report was heard at a government meeting chaired by President Rahmon on Thursday, the president's spokesperson said.

To sum up the results of implementation of the 2013-2020 anti-corruption strategy, identify the causes and factors of corruption, and gauge public attitudes to corruption and anti-corruption efforts, the agency polled 88,000 people at ministries, government departments and agencies and local authorities, Emomali said.

The findings showed that over 34,000 respondents think the level of corruption is high at republic-level government bodies, in particular, those in charge of geodetic survey, healthcare, education, religious affairs bodies, national traditions, ceremonies and rituals, as well as vital records.

Besides, a large number of participants in the poll noted a level of corruption at law enforcement agencies, including prosecution authorities (49%), customs agencies (49%), tax authorities (48%), security agencies (46%), the judiciary (36%), police (44%).

The figures show that the very bodies that fight corruption were described as corrupt, Emomali said.

"To implement the package of measures to prevent and combat corruption, identify and tackle the factors and causes of corruption and the conditions that led to it in the first place, and thus reduce the level of corruption in society, the Republic of Tajikistan agency for state financial monitoring and combating corruption is using all available capabilities and resources and will in future be using the results of this sociological survey," Emomali said.

Ministries, agencies and local authorities should study, analyze and summarize these findings and, for their efforts to fight corruption to be more efficient, take relevant measures together with civil society, the anti-corruption chief said.
