Moscow urges Kyiv to comply with UN Human Rights Monitoring Mission's recommendations

MOSCOW. Dec 9 (Interfax) - Moscow shares numerous conclusions from the report by the UN Human Rights Monitoring Mission in Ukraine concerning human rights violations by Kyiv, the Russian Foreign Ministry said.

"We share a lot of concerns, conclusions, and recommendations by UN experts as regards violations by Ukraine of its international human rights obligations and international humanitarian law," the Russian Foreign Ministry said in a commentary circulated on Friday.

"We are shocked by horrible facts of the extensive use by the Ukrainian authorities, particularly by the Ukrainian Security Service, of torture, inhuman treatment, sexual violence, illegal imprisonment and the holding of detainees in custody without contact with the outer world," it said.

"The fact that the right to a fair trial is virtually absent in Ukraine can only be denounced. As the UN has acknowledged, the work of courts and investigative bodies has in fact been paralyzed because of the authorities' undisguised interference. No progress has been observed in probing high-profile cases, including the events in Odesa in May 2014. Militarized nationalistic units continue to commit crimes. Kyiv's disregard of the rule of law principle results in the spread of crime and impunity in the country," the Russian Foreign Ministry said.

Moscow is also concerned about "the use by Ukrainian officials of rhetoric fomenting hatred," the ministry said. "It cannot be forgotten that misanthropic demagogy, especially when heard from government officials, is fraught with irreparable tragedies," it said.

"We call on Kyiv to display responsibility, take into account the conclusions and implement the recommendations by the UN Human Rights Monitoring Mission in Ukraine," it said.

"Sustainable peace in this country can be achieved provided that Kyiv has enough political will and that the Ukrainian authorities strictly adhere to human rights norms and international humanitarian law and implement the Minsk Agreements on settling the conflict in Donbas in good faith," it said.
