Federation Council draws up draft address to foreign parliaments over assessments of terrorism justification

MOSCOW. Jan 19 (Interfax) - The Federation Council may address the international community with a call to consider justification of terrorism as a passive form of terrorism.

"The draft document [address] is planned to be submitted for discussion of senators at the next Federation Council meeting," the press service of the upper house said in a statement.

The discussion on "the Federation Council's draft address to the international parliamentary organizations and national parliaments in order to call on them to consider the heroization and justification of terrorism as a form of passive terrorism" was held at a meeting of the Federation Council's Temporary Committee on information policy and media relations on Thursday, the statement said.

The drafting of the document is caused by a reaction from a number of foreign media to the murder of Russian Ambassador to Turkey Andrei Karlov, according to head of the committee Alexei Pushkov, the statement said.

"Terrorism cannot be justified under any conditions. It is necessary to draw the attention of foreign parliamentarians to this and urge them to support the position of their Russian colleagues," the Federation Council's press service quoted Pushkov as saying.
