FAS warns Rosneft and Gazprom Gazenergoset to sell no less than 10% of gasoline on exchange
MOSCOW. Jan 31 (Interfax) - The Russian Federal Antimonopoly Service (FAS) has warned Rosneft and Gazprom Gazenergoset that they must sell at least 10% of the gasoline they produce on the exchange, a FAS statement said.
In addition, the service warned the companies that gasoline sales on the exchange must be spread evenly throughout the year.
The companies must clear the violations that have been identified by February 6, 2017.
A Gazprom Gazenergoset representative told Interfax that the company sells more than the minimum required by the FAS and Energy Ministry.
It sold 61,560 tonnes of gasoline on St. Petersburg International Mercantile Exchange (SPIMEX) in December 2016 and 65,880 tonnes in January 2017, which amount to respectively 26.75% and 24.39% of production, compared with the 10% requirement.
"The regularity and uniformity principles are also being complied with overall. For example, the daily standard for gasoline sales was 1,211 tonnes in December and 1,592 tonnes in January, while average daily sales volumes for the Gazprom Gazenergoset group of companies was 3,240 tonnes and 4,392 tonnes respectively," the representative said.
"At present, on the basis of the FAS warning that has been received, an additional check is being performed into compliance with the regularity and uniformity principles for 2016-2017 on each individual basis for sale of oil products. Oil product sales are conducted from 10 sales bases in various regions," the representative said.
"If violations in the organization of sales on the exchange on individual bases are found, the entire shortcoming will be rectified immediately. The company will undertake the necessary measures to strengthen monitoring of compliance with the standards for oil product sales on the exchange, in order to exclude claims on the part of the regulator in future," the representative said.
Rosneft has not commented on the situation.
