Anyone who wants to riot in Kyrgyzstan to end up in jail - Atambayev
BISHKEK. April 3 (Interfax) - Stability is a principal result achieved by Kyrgyzstan since 2012, Kyrgyz President Almazbek Atambayev said.
"Peace, concord and stability are the most important achievements we have had over recent years," Atambayev said at the Monday meeting of the National Council for Sustainable Development, which summarized results of the five-year national strategy of sustainable development approved in 2012.
"Time of rioting is gone. Anyone who wants to riot will end up in a detention center," Atambayev said.
"We will not allow anyone to rock this country," he said.
A primary objective of the country is to form a fair system of governance, first of all, legislative authorities and the judiciary, and "politicians should not see power as a way to control and to distribute national resources to their selfish ends," Atambayev said.
"The future of the country and the life of average citizens should not depend on personal traits of politicians or officials, as this is too unreliable. The latest events showed that even those politicians, who devoted their lives to the fight for human rights while they were in opposition, failed to resist the temptation of gain and thirst for money after they took the office," he said.
A fair government should be based on "a systemic approach, and relevant laws should be modified [...] A parliament mandate or a ministerial seat should guarantee a higher responsibility of a deputy or a government member, rather than a higher degree of protection," Atambayev said.
Hence, "preparation and holding of the next parliamentary election in 2020 are even more important than the presidential election [due in November 2017]," the president said.
He said it was necessary to tighten election laws, in particular, "to be strict about making candidate lists [...] so that people seeking to be elected to parliament aspire for work rather than profit."
