Yerevan accuses Baku of truce breaches

YEREVAN. May 19 (Interfax) - Azerbaijan continues to breach the agreement on a truce in the Nagorno-Karabakh conflict zone, Armenian Foreign Minister Eduard Nalbandian said at a meeting of the Council of Europe Committee of Ministers in Nicosia.

"Two summits have been held since Azerbaijan's April aggression [an escalation of the Nagorno-Karabakh conflict in April 2016] and agreements have been reached to create favorable conditions for the peace process. Baku has been dodging the implementation of these agreements although their importance has been underlined on numerous occasions, including the trilateral meeting of the Armenian, Russian and Azerbaijani foreign ministers held on April 28," Nalbandian said.

"Despite the consistent appeals of the OSCE Minsk Group and the international community for strict ceasefire implementation, Baku continues to blatantly violate the trilateral ceasefire agreement [signed in 1994]," he said.

Nalbandian also said that Armenia shared the opinion of the Council of Europe secretary general on the democratic security concept.

"According to this concept, the probability of a war waged by democratic countries is low. Yet authoritarian regimes obviously do not face this dilemma. We witnessed a situation of the kind in April 2016 when Azerbaijan initiated an extensive aggression against the people of Nagorno-Karabakh and flagrantly breached international humanitarian laws and human rights," the Armenian foreign minister said.
