United Russia on Wednesday submits to State Duma bill on multi-million fines for refusal to delete false info from social networks

MOSCOW. July 12 (Interfax) - Members of the United Russia faction in the State Duma have initiated a bill establishing multi-million fines for the refusal to delete untrue information and illegal content from social networking sites.

"The fines are high," Andrei Isayev, first deputy head of the United Russia faction, told reporters on Wednesday.

The fine for private individuals will be from three million rubles to five million rubles and the fine for legal entities will be from 30 million rubles to 50 million rubles, he said.

The representative of the parliamentary majority said the bill has already passed the faction's expert council and is officially being submitted to the State Duma on Wednesday.

"We are talking about the dissemination of untrue, illegal and defamatory information on social networking sites," Isayev said.

The experience of Germany, where tough punishment has likewise been introduced for such offences, was used in the work on the document, he said.

Sergei Boyarsky, one of the authors of the bill, said the fines will be stated in the Code of Administrative Violations. The United Russia faction has supported this legislative initiative, the parliamentarian said.

Andrei Olshevsky, another co-author of the bill, said the bill does not envisage the creation of any regulatory body. At the same time, he said operators will monitor the situation on social networking sites and will create an administrative body which will work round the clock, so that any person can complain there regarding illegal and defamatory information. "And the information should be blocked within 24 hours," he said.
