Actual selling price of gas in Ukraine rises by 7.3% in Nov

MOSCOW. Dec 15 (Interfax) - The actual selling price of gas in Ukraine, which is used to determine the mineral development fee, stood at UAH 21,450 per thousand cubic meters in November 2025, up 7.3% from October (UAH 19,987.16 per thousand cubic meters), Ukrainian media said, citing the website of the Ukrainian Ministry of Economy, Environment and Agriculture.

According to the law amending the calculation of the mineral development fee for gas extraction from August 1, 2022, until the ban on Ukrainian gas exports is fully lifted, the fee is based on the highest of three domestic selling prices.

The average price based on the UA VTP Gas price (the arithmetic mean of the bid and ask prices in the Argus European Natural Gas and ICIS European Spot Gas Market reports) was UAH 20,535.71 per thousand cubic meters.

Based on the results of purchasing Ukrainian-produced gas on organized commodity markets (OCMs, exchanges), Naftogaz of Ukraine concluded no gas purchase and sale agreements in October (for November), and the average weighted price of its subsidiaries on the OCM in October (for November) was UAH 21,450 per thousand cubic meters, which became the VPT gas price.

As reported, before the law was passed, the actual gas sales price was calculated as the arithmetic mean of the customs value of imports and quotations on the Dutch gas hub TTF.

The revision of tax legislation in the summer of 2022 was due to the significant rise in spot prices in Europe at the time, the ban on Ukrainian gas exports, and a decline in domestic consumption. This resulted in production becoming unprofitable for many companies, as the selling price in Ukraine is significantly lower than European prices.

Until March 2022, the gas extraction fee was calculated solely based on the customs value of imported gas.

The VTP Gas price stood at UAH 16,334.44 per thousand cubic meters in January 2025, UAH 16,306.79 per thousand cubic meters in February, UAH 17,362.12 per thousand cubic meters in March, UAH 16.131.47 per thousand cubic meters in April, UAH 15,507.11 per thousand cubic meters in May, UAH 17,353.93 per thousand cubic meters in June, UAH 23,154.59 per thousand cubic meters in July, UAH 21,607.17 cubic meters in August, UAH 19,644.5 UAH in September, and UAH 19,987.16 per thousand cubic meters in October.
