Ukrainian budget's foreign financing up 9% YoY to $22 bln in H1 2025 - Finance Ministry

MOSCOW. July 3 (Interfax) - Ukraine received $22 billion in foreign financing to cover its budget deficit in January-June 2025, which is 8.9% more than in the same period in 2024, Ukrainian media reported with reference to the Finance Ministry's website on Thursday.

"International support has made it possible to fully cover social and humanitarian expenditures. At the same time, the Finance Ministry is continuing to direct all internal financial resources to the security and defense sector," it said.

The largest portion of budget support, $17.6 billion, came from the G7 and EU countries through the Extraordinary Revenue Acceleration for Ukraine (ERA) mechanism.

The European Union provided $3.8 billion (3.5 billion euros) through the Ukraine Facility international support program. Ukraine received this tranche in April, and it included 3.1 billion euros in concessional financing and a 400-million-euro grant.

The International Monetary Fund (IMF) provided another $400 million based on the successful completion of the Seventh Review of the Extended Fund Facility (EFF).

Another $50 million came from the World Bank under the Thrive healthcare project.

Japan provided Ukraine with $190 million in concessional financing under the Drive joint project with the World Bank, which is focused on improving the resilience of the national transport network, modernizing infrastructure, and restoring bridges.

Ukraine's need for foreign financing by the end of 2025 is estimated at $39.3 billion, the Finance Ministry said.

Since the start of the crisis, international partners have provided Ukraine with over $137 billion in budget support, including $41.7 billion in 2024, $42.5 billion in 2023, and $31.1 billion in 2022.
