Azerbaijan, China Datang Overseas Investment agree to cooperate in green energy

BAKU. June 26 (Interfax) - The State Agency for Renewable Energy Sources (AREA) under the Azerbaijani Energy Ministry and China's China Datang Overseas Investment Co. Ltd have agreed to cooperate in the transmission of green energy, the Energy Ministry said.

"AREA and China Datang Overseas Investment Co. Ltd signed a memorandum of understanding on Thursday regarding cooperation in the development of a green energy corridor. In particular, the memorandum envisions a partnership in ensuring the secure grid integration of renewable energy generation capacities in Azerbaijan and the reliable and stable transmission of this energy," the ministry said.

According to the document, the cooperation involves leveraging China Datang Overseas Investment's technical capabilities and conducting system studies for grid development, as well as securing technical and financial support from Chinese companies with extensive experience in the design, engineering, and management of high-voltage direct current (HVDC) cable projects.

The signing took place during a meeting in China between Azerbaijani Energy Minister Parviz Shahbazov and China Datang Corporation Chairman Liu Jun.

"The meeting discussed Azerbaijan's green energy projects, the development of offshore wind energy, and the implementation of solar power plant projects in cooperation with the company, as well as potential areas of collaboration," the ministry said.

During the meeting, a training program for specialists in Azerbaijan's energy sector was also launched. The program aims to familiarize participants with best practices in grid management, subsea cable projects, floating solar technologies and battery energy storage systems.

As reported, China Datang Corporation is currently involved in only one project in Azerbaijan. In April 2025, the Azerbaijani Energy Ministry, China Datang Overseas Investment Co. Ltd and SOCAR Green LLC signed an executive agreement to assess, develop and implement a 100 MW floating solar power plant project with a 30 MW battery energy storage system on Lake Boyukshor in Baku. The agreement stipulates the creation of a design company responsible for conducting feasibility studies and carrying out the design, financing, construction, operation and maintenance for the project. China Datang Overseas Investment will serve as the main investor.

Earlier reports indicated that Azerbaijan plans to implement green energy projects with a total capacity of 6.7 GW by 2030, of which 2.7 GW will be allocated to Azerbaijan's power grid while 4 GW will be exported via the Caspian - Black Sea - Europe green energy corridor through the construction of an HVDC subsea cable. An additional 1 GW is planned for export via the Azerbaijan - Turkey - Europe green energy corridor through Nakhchivan. Among Azerbaijan's priorities is also the creation of the Trans-Caspian Central Asia - Azerbaijan green energy corridor through the laying of an HVDC cable and the establishment of the Azerbaijan - Georgia - Turkey - Bulgaria energy corridor.
