Tariffs to transport diesel fuel via Russia's Yug pipeline system rise 7.4%
MOSCOW. July 15 (Interfax) - Tariffs to transport diesel fuel along the Yug or South trunk pipeline system to the Novorossiysk seaport have gone up 7.4%.
Transneft announced changes from July 15 in tariffs for petroleum product transportation services provided for Lukoil , Gazprom Neft , LLC Gazprom Neftekhim Salavat, Orsknefteorgsintez and Tatneft according to Federal Anti-monopoly Service order No. 369/24 dated May 29, 2024.
The order, posted on the legal information website, states that the tariff for Transneft services to transport petroleum products through trunk pipelines along the route from Tinguta railway station to the Novorossiysk Sheskharis seaport is set at 2003.32 rubles per tonne (excluding VAT). Previously, the rate for Lukoil, Gazprom Neft, Gazprom Neftekhim Salavat, Orsknefteorgsinez and Tatneft to use this route was 1864.94 rubles/tonne.
The tariff for Transneft services for Lukoil along the Volgograd to Novorossiysk Sheskharis route has been increased by the same amount, from 2051.19 rubles to 2203.39 rubles/tonne.
The FAS press service said earlier that legislation provided for a revision of the long-term tariff for transportation of petroleum products from the Tinguta station to the Novorossiysk seaport at no more than the level of inflation to account for operating expenses accounting. In addition, regular petroleum product pipeline services will reduce the load on railway transport, because they operate on a distributed supply basis. In particular, gasoline and diesel can be transported through linear control centers, the FAS said.
Transneft finished building the Volgograd-Tikhoretsk trunk petroleum product pipeline in 2017, as well as implementing measures to develop the trunk pipeline system on the Tikhoretsk-Novorossiysk section, thereby ensuring the possibility to supply diesel fuel via pipeline transport to the seaport of Novorossiysk from Russian oil refineries at up to 6 million tonnes per year. In 2018, the construction of a railway overpass was completed at Tinguta, thus allowing receipt of up to 2 million tonnes of diesel per year from the plants not connected to the Transneft trunk pipeline system, with further transportation of fuel toward Novorossiysk. The third stage of the Yug project, which is the Samara-Volgograd pipeline, has been postponed, with implementation depending on market needs.
