Russian IT companies must submit applications to confirm state accreditation by June 1

MOSCOW. May 3 (Interfax) - Accredited Russian IT companies must submit their respective applications in order to confirm state accreditation by June 1, the Digital Development Ministry said.

Government resolution No. 1729, approved in September 2022, stipulates annual confirmation of state accreditation.

Companies may submit their applications for confirmation of accreditation on the government services portal as of May 8, the Digital Development Ministry said. An application must indicate information on the share of income from IT activities, the link to an organization's official website, as well as the name and product number in the Russian software registry and income from selling the software for the copyright holders of software.

Additionally, IT companies must check the relevance of consent to disclose tax secrets or submit consent in order to confirm accreditation, check that the average salary within a company is not lower than in the country or region in which it is registered, as well as update information about IT activities on an organization's website.

IT companies established in 2024, those that submitted an application and received state accreditation after April 25 of the current year, as well as those applying reduced insurance premium rates in the first quarter of 2024 are not required to submit applications.

Copyright holders of products in the Russian software registry may not confirm compliance with the salary level criterion.

"All accredited IT companies, specifically recipients of benefits, must submit consent to the Federal Tax Service to disclose information that constitutes a tax secret. Otherwise, they will lose accreditation," the Digital Development Ministry said.

The government approved the new procedure for state accreditation of IT companies in October 2022. The main condition is a revenue share of at least 30% from activities in the IT sector, as well as requirements that the average employee salary must not be lower than the national or regional average for large companies. A specialized IT-OKVED (Russian Classification of Economic Activities) is required as the main OKVED.

Accredited companies may apply for government support measures.
